New Delhi. The Ministry of Finance on Friday released the 15th installment of Rs 6 thousand crore to the states to compensate for the reduction in their GST revenue compensation. Thus far, a total of 90 thousand crore rupees have been released to the states under this facility.
Out of 6 thousand crores released on Friday, 5,516.60 crores has been released for only 23 states. At the same time, Rs 483.40 crore has been released for 3 union territories Delhi, Jammu Kashmir and Puducherry. While 5 states Arunachal Pradesh, Manipur, Mizoram, Nagaland and Sikkim are not losing any revenue due to the implementation of GST.
At this interest rate, the central government is providing funds to the states by taking loans.
The central government has released more than 81 percent of the GST compensation difference to the states. Of this, Rs 82,132.76 crore has been released to the states and Rs 7867.24 crore has been released to 3 union territories. The central government is compensating the states by taking loans from the states for the 15th installment at an interest rate of 5.53 per cent. So far, the central government has issued loans to states with an interest rate of 4.79 per cent on an average so far, taking 90 thousand crore rupees in 15 installments.
This state got the highest amount out of 90 thousand
So far, Karnataka has got the highest amount of Rs 11071.99 crore out of total 90 thousand crore rupees. Apart from this, Andhra Pradesh has Rs 2062.35 crore, Bihar Rs 3484.54 crore, Chhattisgarh Rs 1692.60 crore, Gujarat Rs 8229.50 crore, Haryana Rs 3883.70 crore, Himachal Pradesh Rs 1532.27 crore, Jharkhand Rs 919.50 crore, Kerala Rs 3467.40 crore , Madhya Pradesh Rs 4053.31 crore, Maharashtra Rs 10688.59 crore, Odisha Rs 3410.77 crore, Punjab Rs 5026.60 crore, Rajasthan Rs 3413.62 crore, Tamil Nadu Rs 5569.70 crore, Telangana Rs 1595.58 crore, Uttar Pradesh Rs 5360.61 crore , Uttarakhand has got Rs 2067 crore and West Bengal has got Rs 2664.52 crore. At the same time, Delhi has received Rs 5233.87 crore in the Union Territories, Rs 2027 crore for Jammu and Kashmir and Rs 605.94 crore for Puducherry.
Additional debt of 0.50 percent of GDP
The central government has given the system of taking loans under special windows to the states that have chosen the first option. Under which additional loans of 0.50 per cent of state GDP are to be provided to the states. According to the latest data, an additional loan of Rs 1,06,830 crore can be provided to 28 states and 3 union territories. According to the data released by the Finance Ministry, Maharashtra can take a loan of 0.50 percent of its GDP i.e. Rs 15394 crore. Also Jharkhand Rs 1,765 crore, Uttar Pradesh Rs 9703 crore, Tamil Nadu Rs 9627 crore, Karnataka Rs 9018 crore, Haryana Rs 4293 crore, Himachal Pradesh Rs 877 crore, Kerala Rs 4522 crore, Madhya Pradesh Rs 4746 crore, Manipur Rs 151 crore, Meghalaya Rs 194 crore, Mizoram Rs 132 crore, Nagaland Rs 157 crore, Odisha Rs 2858 crore, Punjab 3033 crore, Rajasthan Rs 5462 crore, Sikkim 156 crore, Telangana Rs 5017 crore, Tripura Rs 297 crore, Uttarakhand Rs 1405 crore and West Bengal can take additional loans of up to Rs 6787 crore under special arrangement.
अब तक कुल 28 राज्यों और 3 केंद्र शासित प्रदेशों ने चुना हैं पहला विकल्प
केंद्र सरकार द्वारा सुझाए गए दो विकल्पों में अधिकतर राज्यों और केंद्र शासित प्रदेशों ने पहले विकल्प चुना है. पहले विकल्प को चुनने वाले राज्यों में आंध्र प्रदेश, अरुणाचल प्रदेश, असम, बिहार, गोवा, गुजरात, झारखंड, हरियाणा, हिमाचल प्रदेश, पंजाब कर्नाटक, केरल, छत्तीसगढ़, मध्य प्रदेश, महाराष्ट्र, मणिपुर, मेघालय, मिजोरम, नागालैंड, ओड़िशा, राजस्थान, सिक्किम, त्रिपुरा, उत्तर प्रदेश, उत्तराखंड, तमिलनाडु, तेलंगाना और पश्चिम बंगाल शामिल है. इसके अलावा तीन केंद्र शासित प्रदेश पुद्दुचेरी, दिल्ली और जम्मू-कश्मीर ने भी पहले विकल्प को चुनने का फैसला किया है. गौरतलब है कि इस व्यवस्था की शुरूआत 23 अक्टूबर 2020 को की गई थी.
राज्यों को जीएसटी क्षतिपूर्ति की ये है व्यवस्था
1 जुलाई 2017 में जीएसटी लागू करते समय केंद्र की मोदी सरकार ने राज्यों को आश्वस्त किया था कि जुलाई 2022 तक केंद्र राज्यों को जीएसटी लागू करने पर टैक्स कलेक्शन में आई गिरावट की भरपाई करेगा. इसमें यह वही व्यवस्था की गई थी कि हर साल 14 फीसदी की राजस्व बढ़ोतरी के आधार पर यह आकलन किया जाएगा
