For improvement in a phased manner, it is being considered to make the entire system paperless. In this, the process of paperless registration, Aadhaar authentication, virtual registration will be implemented. For this, a proposal for Uttarakhand Online Document Registration Rules 2025 has been prepared.The state government is going to make the land registry paperless in the state. Along with this, people will also get the facility of virtual registry. According to Finance Minister Premchand Agarwal, all preparations have been completed in this regard. After getting the final approval from the cabinet, this facility will be available to the public.This process will curb the frauds happening in the registry process. This system can be implemented from May. The Finance Minister said that till now there is a system of preserving the documents in the office as scanned copies after the registry under the Stamp and Registration Department in the state.

Even after the implementation of this system, for registration of deeds, the party will be able to prepare the documents from their own place and submit them through online link. Apart from this, payment of stamp duty and registration fees can also be done online.

Registration will be possible from home

The parties will also have the facility that the sub-registrar will be able to verify the documents by personally appearing in the offices or through video KYC from home. After this, the concerned sub-registrar will also complete the process through digital signature after examining the facts mentioned in the deeds and will also send it to the party immediately through WhatsApp and email. This process will also be interlinked with Aadhaar authentication so that along with public convenience, transparency is promoted and corruption can be curbed.

This has been done so far

Software prepared with the cooperation of NIC. Central Government and UIDAI permission. Bilateral MoU to implement Aadhaar authentication service. Necessary amendments in the rules are in motion.

This is how paperless registration will be done

You will have to log in to the website of the Stamp and Registration Department. The parties will upload the necessary details related to the property. On the basis of the uploaded documents, the prepared deed will have to be verified and stamp duty and registration fee will have to be paid online. The date and time will be allotted for biometrics photo, digital signature, thumb impression. The sub-registrar will send the digitally signed registered deed through e-Mudra and C-DAC to the concerned party through e-mail, WhatsApp and Digilocker.

This will be the virtual system

One will have to log in. After selecting the property through ID/geo tagging and the concerned department, the required papers will have to be uploaded and typed on the template of facts. For verification of the prepared deed, the deed will be prepared through e-KYC/e-signature/digital signature. After this, online stamp duty will be paid. The date and time will be allotted for the registry. Then through video calling, the liveliness of the executor/witness based on video KYC will be tested and the video will be recorded for e-authentication. This video has to be submitted and the digital deed will be stored in the departmental database and transmitted through DigiLocker.The government is adopting digital means to make the process more accessible along with transparency. In this sequence, the process of registration of lands is being made paperless. Under this, people will get the facility to register online from their place itself.
