“Corruption begins with us”: Uttarakhand’s Deputy Leader of Opposition Bhuwan Kapri stuns the Assembly

The Uttarakhand Legislative Assembly witnessed an unexpected storm during its special session marking 25 years of statehood, when Bhuwan Kapri, Deputy Leader of Opposition and Congress MLA, made a startling revelation that left the House in silence.
Presided over by Speaker Ritu Khanduri, the session took a sharp turn as Kapri declared,
“We keep boasting about 25 years of achievements, but on the ground, the reality is the opposite.
We are not young in development — we are neck-deep in corruption.”
Kapri, who famously defeated Chief Minister Pushkar Singh Dhami in the previous election, added that the rot begins within the system itself.
“If I start speaking openly, people will ask what I’ve said, but the truth is — in the last 25 years, we have seen massive corruption.”
In a shocking assertion, Kapri alleged that even funds from MLA development schemes are not spared, claiming that bureaucrats often deduct around 15% as commission before the money even reaches the ground.
He further remarked sarcastically,
“It would be better if the government deducted the 15% commission in advance and gave us the rest —
at least then we wouldn’t be part of this shameful corruption.”
The statement left the entire House stunned.
Ministers and members, including Chief Minister Dhami and Speaker Khanduri, remained silent.
The comment came during Kapri’s address commemorating 25 years since the formation of Uttarakhand on November 9, 2000.
Kapri’s frank confession has sparked an unprecedented debate both inside and outside the Assembly.
On social media, citizens are hailing the remark as “the first honest blow to corruption” —
with the slogan #UttarakhandIsWakingUp trending across platforms.
