Shri Dharmendra Pradhan to launch \u2018Purvodaya\u2019 : Accelerated development of Eastern India through an Integrated Steel Hub<\/p>\n<\/div>\n

Ministry of steel in partnership with CII and JPC is organising the launch of Purvodaya-Accelerated Development of Eastern Region through an Integrated Steel hub, in line with\u00a0Prime\u00a0Minister’s Vision\u00a0 for focused development of the Eastern States. Shri Dharmendra Pradhan, Minster for Petroleum & Natural Gas and Steel will launch the Purvodaya on\u00a011th\u00a0January 2020\u00a0at The Oberoi Grand Kolkata.\u00a0Prime\u00a0Minister\u00a0Shri Narendra Modi\u00a0 has\u00a0highlighted the\u00a0need\u00a0for\u00a0focused\u00a0development\u00a0of\u00a0the\u00a0Eastern\u00a0states\u00a0in\u00a0order\u00a0to\u00a0unleash\u00a0their untapped\u00a0potential\u00a0thereby\u00a0ensuring\u00a0the\u00a0growth\u00a0of\u00a0the\u00a0region\u00a0as\u00a0a\u00a0whole\u00a0and\u00a0the country at\u00a0large.<\/p>\n

Creation of such a world-class steel hub would significantly contribute to Purvodaya\u00a0by\u00a0propelling\u00a0socio-economic\u00a0development\u00a0in\u00a0the\u00a0Eastern\u00a0region.\u00a0Steel capacity\u00a0addition\u00a0as\u00a0envisioned\u00a0in\u00a0the\u00a0hub\u00a0would\u00a0entail\u00a0capital\u00a0investments\u00a0of\u00a0>70 Bn.\u00a0$\u00a0and\u00a0lead\u00a0to\u00a0an\u00a0incremental\u00a0GSDP\u00a0of\u00a0>35\u00a0Bn.\u00a0$\u00a0through\u00a0steel\u00a0alone.\u00a0Growth\u00a0of steel industry through such a hub would lead to significant employment opportunities across the entire value chain, creating over 2.5 Million jobs in the region.\u00a0Creation\u00a0of\u00a0world-class\u00a0logistics\u00a0and\u00a0utilities\u00a0infrastructure\u00a0would\u00a0also\u00a0spur development\u00a0of\u00a0other\u00a0manufacturing\u00a0industries\u00a0across\u00a0sectors.\u00a0This\u00a0would\u00a0also\u00a0be accompanied\u00a0by\u00a0social\u00a0infrastructure\u00a0in\u00a0the\u00a0form\u00a0of\u00a0cities,\u00a0schools,\u00a0hospitals,\u00a0skilling centres\u00a0etc.\u00a0Such\u00a0development,\u00a0especially\u00a0in\u00a0the\u00a0most\u00a0under-developed\u00a0regions\u00a0in these\u00a0states,\u00a0will\u00a0play\u00a0a\u00a0significant\u00a0role\u00a0in\u00a0overall\u00a0socio-economic\u00a0growth\u00a0of\u00a0Eastern India, thus reducing the disparity between the East and other regions of the country.<\/p>\n

Background<\/strong><\/p>\n

The\u00a0Eastern\u00a0region\u00a0of\u00a0India,\u00a0though\u00a0extremely\u00a0rich\u00a0in\u00a0resources,\u00a0lags\u00a0behind\u00a0other states in terms of development.\u00a0Eastern states of India (Odisha,\u00a0Jharkhand, Chhattisgarh,\u00a0West\u00a0Bengal\u00a0and\u00a0Northern\u00a0Andhra\u00a0Pradesh)\u00a0collectively\u00a0hold\u00a0~80% of\u00a0the\u00a0country\u2019s\u00a0iron\u00a0ore,\u00a0~100%\u00a0of\u00a0coking\u00a0coal\u00a0and\u00a0significant\u00a0portion\u00a0of\u00a0chromite, bauxite\u00a0and\u00a0dolomite\u00a0reserves.\u00a0In\u00a0addition\u00a0to\u00a0its\u00a0rich\u00a0mineral\u00a0reserves,\u00a0these\u00a0states also have a significant locational advantage. There is a presence of major ports such as Paradip, Haldia, Vizag, Kolkata etc. with >30% of India\u2019s major port capacity,\u00a03\u00a0major\u00a0National\u00a0Waterways\u00a0as\u00a0well\u00a0as\u00a0strong\u00a0road,\u00a0rail\u00a0connectivity\u00a0to most parts of the country. Despite these advantages, these states are\u00a0currently behind many other Indian states in terms of economic and development indicators\u00a0such\u00a0as\u00a0GSDP\u00a0per\u00a0capita\u00a0and\u00a0Human\u00a0Development\u00a0Index\u00a0(HDI).<\/p>\n

In India\u2019s march\u00a0towards\u00a0a\u00a0$5\u00a0trillion\u00a0economy,\u00a0the\u00a05\u00a0Eastern\u00a0states\u00a0can\u00a0play\u00a0a major role where steel sector can become the catalyst. The presence of natural resources, coupled with an already established steel industry, presents an excellent\u00a0opportunity\u00a0for\u00a0Eastern\u00a0India\u00a0to\u00a0spearhead\u00a0the\u00a0expected\u00a0growth\u00a0in\u00a0the domestic steel industry, the region at large and the country as a whole. This Eastern\u00a0belt\u00a0has\u00a0the\u00a0potential\u00a0to\u00a0add\u00a0more\u00a0than\u00a075%\u00a0of\u00a0the\u00a0country\u2019s\u00a0incremental steel capacity envisioned by the National Steel Policy. It is expected that out of the\u00a0300\u00a0MT\u00a0capacity\u00a0by\u00a02030-31,\u00a0over\u00a0200\u00a0MT\u00a0can\u00a0come\u00a0from\u00a0this\u00a0region\u00a0alone, driven\u00a0by\u00a0Industry\u00a04.0.Rs.100\u00a0lakh\u00a0crore\u00a0infrastructure\u00a0investment\u00a0announced\u00a0by\u00a0the\u00a0Government\u00a0in\u00a0the next\u00a05\u00a0years\u00a0will\u00a0result\u00a0in\u00a0additional\u00a0boost\u00a0to\u00a0construction\u00a0and\u00a0infrastructure\u00a0through various initiatives such as Pradhan Mantri Awas Yojana, Jal Jeevan Mission, Sagarmala,\u00a0Bharatmala,\u00a0etc.\u00a0Steel\u00a0industry\u00a0has\u00a0a\u00a0multiplier\u00a0effect\u00a0in\u00a0the\u00a0GDP\u00a0as well as in employment. These States would march ahead on the development index because of which the Ministry of Steel has envisioned an Integrated\u00a0Steel Hub\u00a0in\u00a0this\u00a0region,\u00a0which\u00a0will\u00a0serve\u00a0as\u00a0a\u00a0catalyst\u00a0in\u00a0the\u00a0transformation\u00a0of\u00a0Eastern India\u00a0by\u00a0developing\u00a0a\u00a0vibrant\u00a0steel\u00a0industry.<\/p>\n

\u00a0 Integrated\u00a0\u00a0Steel\u00a0\u00a0Hub<\/strong><\/p>\n

The\u00a0\u00a0proposed\u00a0\u00a0Integrated\u00a0\u00a0Steel\u00a0\u00a0Hub, encompassing\u00a0\u00a0Odisha, Jharkhand, Chhattisgarh, West Bengal and Northern Andhra Pradesh, would serve as a torchbearer\u00a0for\u00a0socio-economic\u00a0growth\u00a0of\u00a0Eastern\u00a0India.<\/p>\n

The\u00a0objective\u00a0of\u00a0this\u00a0hub\u00a0would\u00a0be\u00a0to\u00a0enable\u00a0swift\u00a0capacity\u00a0addition\u00a0and\u00a0improve overall competitiveness of steel producers both in terms of cost and quality. In addition to increased steel capacity, this hub would also help enhance best-in- class\u00a0value\u00a0addition\u00a0capabilities.\u00a0The\u00a0Integrated\u00a0Steel\u00a0Hub\u00a0would\u00a0focus\u00a0on\u00a03\u00a0key elements:<\/p>\n

  1. Capacity\u00a0addition\u00a0through\u00a0easing\u00a0the\u00a0setup\u00a0of\u00a0greenfield\u00a0steel\u00a0plants<\/li>\n
  2. Development\u00a0of\u00a0steel\u00a0clusters\u00a0near\u00a0integrated\u00a0steel\u00a0plants\u00a0as\u00a0well\u00a0as\u00a0demand centres<\/li>\n
  3. Transformation\u00a0of\u00a0logistics\u00a0and\u00a0utilities\u00a0infrastructure\u00a0which\u00a0would\u00a0change\u00a0the socio-economic\u00a0landscape\u00a0in\u00a0the\u00a0East<\/li>\n<\/ol>\n

    These\u00a0elements\u00a0would\u00a0be\u00a0supported\u00a0through\u00a0additional\u00a0enablers\u00a0such\u00a0as\u00a0ensured availability of raw materials, presence of supporting industries such as capital goods\u00a0and\u00a0well-established\u00a0avenues\u00a0for\u00a0skill\u00a0development.<\/p>\n

    Steps Taken by Ministry of Steel<\/strong><\/p>\n

    Various\u00a0steps\u00a0to\u00a0make\u00a0this\u00a0hub\u00a0a\u00a0reality\u00a0are\u00a0already\u00a0being\u00a0taken by the Ministry. The Central Ministries, the State Governments and Private Players across the spectrum\u00a0are\u00a0allied\u00a0to\u00a0the\u00a0cause\u00a0of\u00a0Purvodaya.\u00a0The\u00a0following\u00a0actions\u00a0have\u00a0already been initiated by the Ministry of Steel, in co-ordination with the various stakeholders:<\/p>\n

    1. A\u00a0policy\u00a0facilitating\u00a0the\u00a0creation\u00a0and\u00a0upgradation\u00a0of\u00a0steel\u00a0clusters\u00a0has\u00a0been put\u00a0up\u00a0after\u00a0due\u00a0consultation\u00a0with\u00a0Central\u00a0Ministries,\u00a0State\u00a0Governments\u00a0and industry.\u00a0Kalinganagar\u00a0and\u00a0Bokaro\u00a0have been identified as pilot locations for steel clusters around ISPs. Task Forces and Working Groups, with the support\u00a0of\u00a0the\u00a0respective\u00a0State\u00a0Governments,\u00a0have\u00a0been\u00a0created.\u00a0Detailed planning\u00a0for\u00a0operationalization\u00a0of\u00a0these\u00a0clusters\u00a0is\u00a0currently\u00a0underway.<\/li>\n
    2. In\u00a0an\u00a0effort\u00a0to\u00a0ease\u00a0capacity\u00a0addition\u00a0through\u00a0greenfield\u00a0route,\u00a0a\u00a0framework policy\u00a0is\u00a0being\u00a0created\u00a0to\u00a0address\u00a0the\u00a0challenges\u00a0faced\u00a0in\u00a0land\u00a0acquisition,\u00a0raw\u00a0material\u00a0linkage\u00a0and\u00a0obtaining
      \nThis being done\u00a0in consultation\u00a0with Central Government Ministries, State Governments and industry\u00a0stakeholders.<\/li>\n
    3. Critical logistics and infrastructure projects are being identified for expedition across the 12 major steel zones identified in the region (Kalinganagar,\u00a0Angul, Rourkela, Jharsuguda,\u00a0Nagarnar,\u00a0Bhilai, Raipur, Jamshedpur,\u00a0Bokaro,\u00a0Durgapur,\u00a0Kolkata,\u00a0Vizag).\u00a0These\u00a0include\u00a0major\u00a0rail, road and port capacity expansion projects to debottleneck existing capacity and create world-class multimodal logistics infrastructure across these\u00a0zones.<\/li>\n<\/ol>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
