Gram Pradhan and Kshetra Panchayat members are learning the tricks of Panchayati Raj in 78 blocks of the remaining districts of the state except Haridwar and Almora under the centrally funded National Rural Swaraj Abhiyan and state sector training schemes. According to Secretary, Panchayati Raj HC Semwal, for the first time, these trainings are being conducted simultaneously for the first time in the state for the purpose of increasing the capacity of the Panchayat representatives. Soon the sequence of training of gram panchayat members will be started at Nyaya Panchayat level.<\/p>\n
Under the training under the aegis of the Panchayati Raj Department, the village heads and area panchayat members are being given training related to the Panchayati Raj as well as the block level officers and personnel of the linear departments in the block headquarters. The campaign has not started in view of the end of the tenure of the Panchayats in Haridwar and the by-election for the Salt seat of the Assembly in Almora.<\/p>\n
Secretary Panchayati Raj Semwal informed that during training constitutional system of Panchayati Raj, Panchayati Raj Act, Procurement Rules, Financial Rules and Audit System, Central and State Government schemes focused on rural development, social welfare schemes, e-Panchayat, e-Gram Experts are giving information about Swaraj, PFMS, DBT, Biodiversity, Right to Service, CM Helpline, Gram Panchayat Development Scheme, solid waste management and other subjects. Along with this, booklets related to their rights, responsibilities etc. are also being distributed to the Panchayat representatives.<\/p>\n
He informed that a refresher program for panchayat representatives will be started in September or October.
