Earlier, before the Forest Advisory Committee of the Union Ministry of Forest and Environment, there was a demand from the states to keep these works away from the restrictions of the Forest Conservation Act. Till now these works were kept in the category of non-forestry. Due to which the forest department had to go through the process of land transfer before working on its own land.

Forest Conservation Act will no longer become a hindrance in the establishment, reconstruction or upgradation of zoos, safaris, rescue centers, harbors under the forest department in the state. The Union Ministry of Forests and Environment has issued a new guideline to all the states in this regard considering all the works being done under forestry.

Chief Wildlife Warden Dr. Parag Madhukar Dhakate said that Uttarakhand has also got a big relief after this decision of the ministry. This will speed up the establishment of proposed zoos, tiger safari, rescue centres, porters in the state. According to Dhakate, after the new guideline sent by the ministry, funds will also be available from Compensatory Afforestation Fund Management and Planning Authority (CAMPA) for works like Zoo, Tiger Safari, Rescue Center, Bandarabad.

After the new guideline, now the construction of Haldwani Zoo, Jaspur Tiger Safari and up-gradation of Kanvashram and Chidiyapur Rescue Center can be done in Uttarakhand.
